On a Houston exterior, the state of the existing paint decides the price more than the size of the house.
Exterior quotes swing widely because exterior preparation swings widely. The same house can need a wash, or a week of scraping.

It should be. Paint will not bond to a dirty or chalky surface, so washing is part of the job rather than an add-on. Check that it is written into any quote you compare.
It depends on product, prep and exposure. Sun-facing elevations always go first. Good preparation with an exterior-rated coating is what buys the extra years.
